Vivian was most recently a Bradford Fellow and John F. Kennedy Fellow at Harvard Kennedy School. There she chaired the 2024 Women in Power Conference and earned an M.P.A. with a certificate in Management, Leadership, and Decision Sciences.
She currently serves as a Policy Advisor for the Massachusetts Executive Office of Health and Human Services. Vivian previously was the Chief of Staff and Diversity Officer at the Massachusetts Rehabilitation Commission (MRC). Known as a curious and compassionate leader, Vivian oversaw cross-agency initiatives that supported 800 employees and over 42,000 people with disabilities in Massachusetts. She led the agency’s response to COVID-19, the future of work, and legislative and intergovernmental relations, in addition to advising the Commissioner on strategy and operations.
Prior to MRC, she led special projects such as opioid epidemic initiatives and Hurricane Maria disaster relief on behalf of the Secretary of Health and Human Services. Vivian was also a consultant to Dana-Farber Cancer Institute, where she advanced workforce development programming that equips underserved and underrepresented Boston youth with the skills and experiences needed to pursue careers in health care.
She holds an M.S.W. from Boston College, where she teaches macro social work as a part-time professor. She graduated Summa Cum Laude from the University of New Hampshire, where she earned a B.A. in psychology and family studies while serving as a member of Phi Beta Kappa and Alpha Phi Omega.
